THE DRIVING LICENCE
(CONDITIONS FOR
EXEMPTION) RULES, 1992 1

1. Short title and commencement APPENDIX (F)—THE DRIVING LICENCE.....RULES, 1992
These rules may be called the Driving Licence (Conditions for Exemption) Rules,
1992.
2. Conditions for grant of exemption
A person receiving instructions in driving a motor vehicle shall be exempted
during training, from the provisions of sub-section (1) of section 3 of the Motor Vehicles
Act, 1988 (59 of 1988), subject to the following conditions, that—
(a) such person is a trainee undergoing training in an industrial training
institute approved by Central or State Government and driving a light
motor vehicle with a written permission of the head of an industrial training
institute;
(b) such person is driving a motor vehicle under the supervision of a duly
appointed instructor holding a valid driving licence;
(c) such person shall not give any vehicle other than light motor vehicle of the
industrial training institute, specially acquired for such training purposes;
(d) such person is medically fit to drive;
(e) the speed of the vehicle shall not exceed 15 kms per hour during the training;
(f) the training shall be imparted only between 10 a.m. and 5 p.m;
(g) the training shall be imparted only on a light motor vehicle.
