For the purpose of this test for vehicles other than motor cycles the ‘unladen’ means
the vehicle is without any load and shall carry only the driver and another person for
specific purpose of supervising the test, and the instruments, if any. In the case of motor
cycles, the ‘unladen’ means that vehicle will carry only the single rider and the
measuring instrument, if any.]
