AADHAAR AUTHENTICATION FOR
THE PURPOSE OF USAGE OF
DIGITAL PLATOFRMS TO ENSURE
GOOD GOVERNANCE

WHEREAS the Central Government under rule 3 of the Aadhaar
Authentication for Good Governance (Social Welfare, Innovation, Knowledge)
Rules, 2020 may allow Aadhaar authentication on a voluntary basis by requesting
entities, in the interest of good governance, promoting ease of living of residents
and enabling better access to services for them;
AND whereas, the Ministry of Road Transport and Highways submitted a
proposal as required by rule 4 of the said rules to the Central Government in the
Ministry of Electronics and Information Technology, which vide O.M. No. 13(2)/
2022-EG-II (Vol. II), dated the 4th November, 2020 has allowed Aadhaar
authentication for the purposes of usage of digital platforms to ensure good
Governance in respect of certain services provided online to the citizen;
NOW, THEREFORE, in exercise of the powers conferred by rules 3 and 5
of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation,
Knowledge) Rules, 2020, and in supersession of the notification of Government
of India in the Ministry of Road Transport and Highways, published in the Gazette
of India, Extraordinary, Part II, Section 3, Sub-Section (ii), vide number S.O.
1026(E), dated the 3rd March, 2021, except as respect things done or omitted to
be done before such supersession, the Central Government, hereby allows the
Aadhaar Authentication for the purpose of usage of digital platforms to ensure
good governance, and notifies the following, namely:—
1. Any individual desirous of availing various services mentioned in para (2),
online through the portal (Parivahan.gov.in or mParivahan application), is
required to undergo Aadhaar authentication (on voluntary basis):
PROVIDED that any person who does not have Aadhaar number may avail
such service in physical form by establishing the identity by submitting
an alternative document physically with respective Authority as per
CMVR 1989;
2. The online services for which a citizen is required to undergo Aadhaar
authentication are as under:—
1. Application for Learner License (LL).
2 Change of Address in Learner License.
3. Change of Name in Learner License.
